This Request for Information (RFI) from the Commonwealth of Pennsylvania aims to gather feedback and capability information from Pennsylvania-based businesses interested in the Commonwealth's Midsize Business (MDB) Program. The goal is to understand supplier availability, capabilities, and capacity in industry categories where MDB participation is currently limited, with the objective of expanding the pool of certified MDB firms. This RFI is a market research effort, not tied to a current procurement, and invites businesses to submit a one-page capability statement. The Department of General Services (DGS) administers programs to promote participation by micro, small, small diverse, and midsize businesses in Commonwealth contracting. The MDB Program specifically aims to increase contracting opportunities for Pennsylvania-based midsize businesses by allowing certain procurements to be reserved for certified MDB firms. Eligibility requirements for MDB certification include being an independently owned business with up to 750 employees and average three-year gross revenues not exceeding $141 million. The RFI seeks information in specific industry categories where MDB participation is limited, including Building Design Services, Construction Contractor, Construction Non-Stocking Supplier, Construction Stocking Supplier, Information Technology Goods & Services, Procurement Goods, and Procurement Services. Interested businesses are encouraged to register on the PA Supplier Portal and self-certify as an MDB via the PRISM Platform. Capability statements should include primary contact information, confirmation of Pennsylvania headquarters, industry category, years in business, summary of relevant experience, and current certifications, not exceeding three pages.
