Description
The Philadelphia Housing Authority is soliciting proposals from qualified contractors to provide labor, materials, and as-needed task-order services for roofing repairs, roof replacements, and related maintenance. The scope includes asphalt shingle, EPDM, TPO, and SBS-modified bituminous roofing; roof removal; wood sheathing, insulation, flashing, gutters, downspouts, fascia, soffits, siding, windows, roof vents, coping, traffic pads, and related repairs. Contractors must provide shop drawings and product specifications, obtain required permits and approvals, maintain safe access for occupied residences, remove debris, and provide weekly work reports. The work includes unit-price schedules for multiple roofing and related tasks over five contract years. The solicitation requires a technical and price proposal, company and qualifications information, work approach, prior experience, three similar-work references using PHA performance surveys, Section H proposal-form pages, Section I certifications and representations, Section J affirmative-action materials, Section K Section 3 participation materials, exceptions to the RFP, and additional data and attachments. Proposals are evaluated on technical approach, capabilities, management, past performance, MBE/WBE and Section 3 participation, and price. A 5 percent proposal guarantee is required, and the contract includes insurance, bonding, prevailing-wage, Section 3, affirmative-action, and occupied-site safety requirements.
