Description
The State of New Jersey, through the Division of Revenue and Enterprise Services, seeks a contractor to receive, open, sort, screen, prepare, box, and transfer approximately seven million mail items annually, including tax returns, business filings, invoices, payments, motor vehicle licenses and registrations, violation payments, applications, and correspondence. The contractor must operate a secure processing facility in New Jersey within 20 miles of Trenton, maintain staffing that scales with seasonal workloads, meet specified accuracy and turnaround standards, and provide daily, monthly, and annual operational reports. The scope also includes preparation of vouchers and payments, handling and transfer of checks, development, testing, and annual preventive maintenance of 2D barcodes and OCT scanlines, quality-control procedures, secure handling of sensitive information, background checks for personnel, and support for State pickups and deliveries. The contract has a three-year base term with up to two one-year extensions. All ten price lines must be quoted, and the procurement is a small-business subcontracting set-aside for New Jersey Small Business Enterprise Categories I, II, or III.
