Description
The City of Cincinnati is soliciting qualifications from a Design-Builder for the Little Miami Wastewater Treatment Plant High-Rate Treatment Facility. The scope includes a new high-rate treatment facility, disinfection facilities, pump station upgrades, design and permitting coordination, bidding services to establish a Guaranteed Maximum Price, construction management, construction, commissioning, startup, acceptance testing, and potential self-performance of individual work elements. The project also includes compliance with Water Pollution Control Loan Fund requirements, including a 5.4% Disadvantaged Business Enterprise goal, Build America, Buy America requirements, American Iron and Steel requirements, and related federal labor and environmental provisions. The procurement uses a two-phase process: an RFQ followed by an RFP for shortlisted firms. Addendum 3 extended the question deadline to October 21, 2026, at 2:00 PM EDT, and the submission deadline to November 4, 2026, at 2:00 PM EDT. The addendum also clarified that the project has a DBE goal but no separate MSDGC Small Business Enterprise goal, and that the draft progressive design-build contract will be issued with the later RFP rather than the RFQ.
