Description
Gwinnett County is soliciting proposals for comprehensive annual 1099 processing services. The selected provider must process Oracle-standard 1099 data, generate IRS-compliant forms including 1099-MISC and 1099-NEC, print and mail recipient copies, provide secure electronic delivery, e-file with the IRS, and support corrections, reprints, voids, replacement forms, and filing confirmations. The scope also includes pre-filing TIN matching, first- and second-B Notice handling, recipient and County portals, electronic-consent tracking, reporting, audit trails, data encryption, SSN/TIN masking, disaster recovery, and compliance with IRS Publication 1075 and applicable IRS filing requirements. The provider must begin implementation upon contract execution and have the solution fully implemented and functional by December 1, 2026. Proposals must address experience, IRS compliance, data security and certifications, end-to-end service capabilities, customer support, and at least three similar references; the completed fee schedule is submitted separately in a sealed envelope.
