Description
The Torrington Board of Education is soliciting sealed bids for comprehensive snow removal and ice control services at six Torrington Public Schools facilities. The scope includes plowing and clearing roads, parking areas, bus loops, fire access routes, walkways, and other vehicular areas; de-icing; snow stacking and storage; shelf elimination; emergency operations; and authorized off-site hauling or snow relocation. The contractor must provide labor, supervision, vehicles, equipment, fuel, salt, de-icing materials, weather monitoring, and related services, and must verify facility measurements and clearing areas independently. Addendum No. 1 requires bidders to acknowledge the addendum in Part V, Item 10 of the Bid Form or risk being deemed non-responsive. It also clarifies utility-protection requirements, the eight-hour precipitation-gap rule for defining separate storm events, contractor responsibility for runoff-related icing, inclusion of routine pushbacks and stall recovery up to 60 inches of cumulative snowfall in the base price, and separate authorization and pricing requirements for operations exceeding that threshold or requiring off-site hauling and heavy equipment. The contract covers three winter seasons with up to two additional winter-season extensions.
