Description

The United States Air Force is soliciting a firm-fixed-price construction contract for the fabrication and erection of new blast deflector fences for B-1B aircraft. The work includes furnishing all labor, equipment, materials, and operations; installing curved, non-perforated, galvanized, corrugated blast deflectors on existing concrete; assembling structural frames with bolted connections; providing epoxy-locked anchorage; applying required galvanizing and plating; and painting aircraft parking-position numbers and related signs. The deflectors must withstand approximately 30,000 pounds of afterburner thrust, temperatures of approximately 1,400 degrees Fahrenheit, and velocities of approximately 900 MPH. Work will occur in a restricted area and must comply with applicable building, fire, military facility, and other federal, state, and local requirements. The standard specified product is the Lynnco Type GS-20-2 manufactured by Blast Deflectors, Inc.; alternate designs may be considered only with written approval and supporting full-scale instrumented testing, smoke-pot testing, at least two years of satisfactory field-service evidence, and detailed design analysis. The procurement is a 100% small-business set-aside, with a disclosed construction magnitude between $1,000,000 and $5,000,000. Amendment 0001 extends the proposal due date to October 27, 2026, at 10:00 a.m. Central Daylight Time.
