NOTICE TO CONTRACTORS INVITATION FOR BIDS The Department of Defense, Veterans, and Emergency Management is conducting a competitive bid process for the Auburn Solar and CHP Microgrid Project at the Auburn Training Site, FMS#2 in Auburn, Maine. Bids will be opened and read aloud by the Directorate of Facilities Engineering, DVEM, at 2:00 pm, on the 29th of October 2026. The Auburn Microgrid Project requires a 24-kW micro-combined heat and power (mCHP) unit and solar photovoltaic tracking systems to be provided and installed. There is a mandatory pre bidding conference on-site to be held at 10 am, on the 8th of October 2026. Description
The Maine Department of Defense, Veterans, and Emergency Management seeks a general contractor for a microgrid installation at the Field Maintenance Shop #2. The base scope includes one 24-kW micro-combined heat and power unit, two dual-axis solar photovoltaic tracking arrays rated at 17.3 kW AC each, electrical and mechanical interconnections, controls, commissioning, and related site and building work. Alternate bids cover a security fence with gates and an expanded mechanical-room concrete pad. Bids must include the completed Contractor Bid Form and bid security: a 5% bid bond or certified/cashier’s check. Performance and payment bonds are required if the awarded combination of base and alternate bids exceeds $125,000. The project has staged substantial-completion deadlines for the CHP unit and the overall project, followed by final completion.
