Description
New York Renewable Energy Development Holdings Corporation, a wholly owned subsidiary of the New York Power Authority, is soliciting proposals for lump-sum Engineer, Procure, and Construct services for the Power Vista Solar Project. The project consists of an approximately 1.7 MWdc, 1.3 MWac solar photovoltaic canopy system over an existing visitor parking lot, including canopy structures and foundations, owner-furnished PV modules, inverters, transformers, DC and AC collection systems, interconnection equipment, communications, metering, monitoring, lighting, CCTV modifications, civil work, parking-lot repaving and restriping, landscaping, and utility coordination. The contractor must provide complete engineering and design, surveys, geotechnical investigation, permitting support, domestic-content compliance, construction, testing, commissioning, performance and availability testing, training, operations and maintenance documentation, and closeout deliverables. The scope also includes asbestos-coated sprinkler-piping abatement, erosion and sediment controls, a project labor agreement, quality and safety programs, and integration with the Authority's asset-health-monitoring and communications systems. The solicitation identifies target substantial completion in the third quarter of 2028 and final acceptance in the first quarter of 2029; long-term operations and maintenance after final acceptance are excluded except for warranty obligations.
