Description
This Request for Information seeks industry input for seven potential design-build projects at Wright-Patterson Air Force Base. The projects include renovation of approximately 170,000 square feet of Sensitive and Special Access Program space to ICD 705 standards; construction of an approximately 90,000-square-foot advanced materials research laboratory and potential central utility plant; modernization of a compressor research facility with a 30,000-horsepower variable-frequency drive, motor, transformer, medium-voltage switchgear, and related systems; replacement of centralized high-temperature hot-water systems with standalone boiler plants serving multiple facilities; dormitory repairs and modernization; and renovation of a research facility exceeding 60,000 square feet. The contemplated acquisition strategy is an Other Transaction Agreement using progressive design-build. Phase 1 would cover design, pre-construction collaboration, constructability reviews, open-book estimating, and risk mitigation; Phase 2 would cover construction after agreement on a Guaranteed Maximum Price. Respondents are asked to describe their company profile, cybersecurity and CMMC capabilities, OTA and progressive design-build experience, innovative construction practices, secure-space and laboratory experience, subcontractor integration, bonding capacity, and preferred commercial terms. Responses must be submitted as a PDF of no more than 15 pages, excluding brochures or standard profiles; this notice is for market research only and is not a solicitation or commitment to award a contract.
