Description
The City of Bismarck is soliciting proposals from qualified construction management firms to provide Construction Manager at Risk services for a major renovation and south addition to the City County Building. The scope includes preconstruction cost estimating, constructability review, schedule development, phasing and logistics planning, value analysis, bid-package development, public bidding support, subcontractor procurement, and coordination with the City, architect, consultants, and affected departments. Construction services will include full-time on-site supervision, project management, inspection, safety oversight, submittal and shop-drawing review, change-order administration, pay-request processing, meetings, closeout documentation, and management of work in an occupied civic facility. The project will be delivered in two phases: a new Commission Chamber addition, first-floor renovation, public entrance, stair and elevator tower, civic plaza, site improvements, and related building systems in Phase 1; followed by basement and second- through fourth-floor renovations and associated system improvements in Phase 2. The proposed total project cost is not to exceed $32 million. Preconstruction is scheduled through October 2027, construction is anticipated to begin in January 2028, and substantial completion is anticipated in June 2029 for Phase 1 and June 2030 for Phase 2.
