Description
The City of Charleston is accepting sealed bids for franchises covering seven designated street-vendor spaces. Franchisees may sell food, drinks, or reading material sold in conjunction with food or drinks from stationary vehicles, carts, or devices. Battery-operated generators are allowed, but no City-provided electrical outlets are available. Vendors may bid on multiple spaces within one bid package, and the award goes to the highest qualified bidder for each space. The prior requirement that each space offer different and distinct products has been removed. The franchise term is October 1, 2026, through September 30, 2027. Franchise fees may be paid in one payment by October 1, 2026, or in two equal payments due October 1, 2026, and January 31, 2027. No performance, payment, or other bond is required. Commercial general liability insurance of at least $500,000 per occurrence and $500,000 in the aggregate is required. Bidders must submit the required signed bid materials, Certificate of Familiarity, applicable addenda, Bid Form, and applicable Small Business Enterprise affidavits or own-workforce certification. The Franchise Agreement itself does not need to be completed or signed with the bid.
