Description
The City of Charleston is requesting qualifications from an engineering consultant for Phase One of the Dupont Wappoo Watershed Improvements Project. The work covers preliminary site assessment, limited topographic survey and field investigations, review of existing studies and stormwater data, conceptual hydrologic and hydraulic modeling using StormWise (formerly ICPR4), evaluation of flood-mitigation alternatives, regulatory and permitting coordination, property and easement review, preliminary environmental review, utility coordination, public outreach, conceptual cost estimating, phasing recommendations, and preparation of a transferable Phase One Design Package for subsequent U.S. Army Corps of Engineers design work. The package is expected to include preliminary engineering and hydrologic and hydraulic technical memoranda, model files and supporting data, conceptual layouts and exhibits, environmental and regulatory considerations, property and easement considerations, utility documentation, conceptual opinions of probable construction cost, implementation recommendations, and key assumptions and limitations. The anticipated construction cost limit for all project components is $20 million. The consultant must demonstrate relevant flood-reduction experience, including at least five years of professional design experience and at least five comparable project examples, and must address the City's Small Business Enterprise guidelines. The base Statement of Qualifications is limited to 30 single-sided pages, with supplemental material limited to 20 additional pages.
