Description
The City of Charleston is soliciting proposals from qualified architectural firms to serve as Architect of Record for the Eastern and Western Peninsula Offerings under Project 3500. The selected firm will finalize housing designs and site plans from the design charrette and advance them through design development, construction documents, regulatory approvals, Board of Architectural Review submissions and presentations, community engagement, LIHTC compliance documentation, and construction administration through certificate of occupancy. Specialty consulting necessary to deliver permit-ready and construction-ready documents is the offeror’s responsibility, while special inspections, materials testing, and third-party commissioning retained by the owner or contractor are excluded. The Eastern Offering includes 899 Morrison Drive as a primary site, with 993 and 995 Morrison Drive as optional alternates; Meeting Street Manor and Cooper River Court have been removed from the scope. The Western Offering includes the WestEdge Redevelopment Parcels as the primary site and Gadsden Green as an optional alternate. A proposal may address one or both offerings, but each offering’s primary site must be included before its alternates may be proposed. The City will evaluate qualifications and negotiate compensation with the highest-ranked firm; fee information must not be included with the proposal. The base proposal limit is 20 pages for one offering or 28 pages for both, with two additional pages per elected alternate.
