Description
The Department of Veterans Affairs is soliciting a firm-fixed-price contract for comprehensive general waste and recycling removal services at the John D. Dingell VA Medical Center and Fisher House #99. The scope includes non-hazardous municipal waste, corrugated cardboard, construction and bulk waste, and scrap-metal recycling; container rental and exchange; hauling, lawful disposal, recycling processing, commodity and revenue reporting; emergency and overflow response; and preventive maintenance and repair of Government-owned compactor/chute equipment. The contractor must furnish and maintain specified containers and equipment, including a 34-yard general-waste compactor container, cardboard compactor system, two 40-yard bulk containers, a 15-yard metal-recycling roll-off, and an 8-yard locking dumpster for Fisher House #99. The contractor must provide trained personnel, vehicles, transportation, permits, disposal and recycling facilities, quality control, contingency planning, service records, weight tickets, monthly activity and recycling-revenue reports, and compliance with applicable federal, state, local, VA, safety, environmental, and Service Contract Labor Standards requirements. The contract is structured as a 12-month base period with four 12-month option periods, and quotations must include separate administrative, technical, price/cost, and past-performance volumes submitted by email.
