Description
Detroit Public Schools Community District is soliciting owner's representative and program-management services for a districtwide air-conditioning program covering 19 schools: eight schools without air conditioning and 11 schools with partial air conditioning. The program is estimated at approximately $244,767,905 and includes HVAC installation, electrical service and distribution upgrades, associated ceiling and lighting work, design coordination, utility and permitting coordination, bidding, construction oversight, commissioning, and closeout. The selected supplier must manage prioritization and phasing, coordinate with architects, engineers, contractors, DTE Energy, and City of Detroit authorities, maintain appropriate onsite presence, monitor cost, schedule, quality, safety, and change control, and minimize disruption to school operations. Design activities must be completed by December 2029 and final construction for all projects by December 2031. The proposal must include a detailed technical response, Attachment A - Bid Proposal Form as a PDF, the required representations and certifications, qualifications and past-performance information, staffing and resumes, a subcontracting plan, a completed contract package, and a separate Excel-formatted cost proposal. The solicitation requires electronic submission through DemandStar and limits the main proposal to 25 pages, excluding resumes, descriptive literature, and required forms.
