Description
The Detroit Building Authority, on behalf of the City of Detroit, is soliciting professional services for the comprehensive environmental assessment, stabilization, cleanup planning, and potential remediation of four former Public Lighting Department substations at 3279 Philip Avenue, 716 Townsend Street, 1385 Maple Street, and 2222 West Warren Avenue. The work addresses suspected or known PCBs, petroleum contaminants, stained concrete and soil, contaminated water or oil, electrical equipment, drums, debris, and potential asbestos and lead hazards. The scope includes site walkthroughs; historical-record research; containment, utility tracing, sewer protection, and immediate mitigation; sampling and laboratory analysis of transformer oil, concrete, soil, water, verification media, and asbestos; regulatory evaluation under TSCA and Michigan Part 201; cost-benefit analysis of remedial strategies; EPA and Michigan regulatory submittals; due-care documentation; remediation work plans; competitive remediation pricing; waste containerization, transportation, and disposal; verification sampling; and final closeout reporting. Respondents must submit qualifications and pricing using the provided forms, demonstrate at least three similar projects completed within the last five years with values of at least $500,000, identify qualified key personnel, and provide asbestos and lead-abatement licensing qualifications where applicable. The project will not be split between assessment and remediation implementation, and unit-rate pricing is required for uncertain remediation quantities.
