The Department of the Air Force seeks a performer to design, fabricate, deliver, install, and functionally verify an integrated modernization of Test Site 2 at the Aerospace Vehicle Survivability Facility. The work includes a freestanding steel superstructure with an elevated platform and protective roof, a certified 25-ton bridge crane and 5-ton monorail, and fuel containment, recovery, storage, and pumping systems. The fuel system must capture up to 1,000 gallons and transfer fuel to a 6,000-gallon recovery tank at approximately 180 gallons per minute. The project also includes site integration, safety and control systems, and minimizing disruption to adjacent test operations. Whitepapers must demonstrate technical capability, relevant experience, execution methodology, project management and schedule, a rough-order-of-magnitude cost estimate for base milestones, intellectual-property and data-rights assertions, eligibility under at least one statutory criterion for use of the Other Transaction Authority, and cybersecurity compliance that flows down to subcontractors, suppliers, and consortium partners. The submission is a PDF limited to 15 pages, excluding ROM and schedule details. The Government may select performers for a subsequent prototype proposal request or negotiations; it does not anticipate a noncompetitive follow-on production award.
