Description
This Sources Sought/RFI seeks feedback from commercial construction firms, design-builders, and Non-Traditional Defense Contractors regarding the planned construction of an approximately 55,617-square-foot, two-story Field Training Detachment facility for B-21 maintenance training. The project is expected to include high-bay trainer bays, classrooms, server and training rooms, multiple secure spaces compliant with Intelligence Community Directive 705, a 440-ton HVAC system, communications, utilities, paving, and associated site infrastructure. The anticipated construction cost limitation is approximately $66.2 million, including a 5% contingency; separately funded furniture, fixtures, equipment, communications equipment, and maintenance trainers are excluded. The Government is evaluating traditional Design-Bid-Build and alternative delivery approaches, including Progressive Design-Build, Construction Management at Risk, and Design-Build to Budget, potentially using an Other Transaction agreement. Respondents are asked to assess the budget, project risks, design maturity needed for reliable pricing, supply-chain and labor constraints, innovation opportunities, sustainability expectations, proposal stipends, and contract incentives. The planned project has a 900-calendar-day performance period from notice to proceed and requires beneficial occupancy by October 27, 2031. Responses are submitted through the designated online feedback questionnaire.
