Description
The City of New Haven is seeking a secure, cloud-based Freedom of Information Act request management application to centralize public-records intake, requestor tracking, departmental routing, statutory deadline monitoring, communications, redaction, document processing, secure file delivery, fee handling, reporting, retention, and archival workflows. Required capabilities include native or integrated redaction for PDF, image, video, and audio files; transcription, face blurring, and audio muting; exemption tagging; OCR; duplicate-document detection; non-proprietary data export; and SFTP support. The solution must integrate with the City's OnBase content-management system and Microsoft environment, including Azure AD/Entra ID single sign-on through SAML 2.0 or OIDC, Outlook and OneDrive/SharePoint ingestion, and current Microsoft Edge support. Minimum security requirements include SOC 2 Type II compliance, AES-256 encryption at rest, and TLS 1.2 or higher in transit. The selected vendor will provide configuration, implementation, OnBase coordination, remote or on-site training, ongoing support, and a three-year cost-of-ownership proposal with detailed licensing, implementation, subscription, support, usage, storage, API, OCR, and redaction assumptions.
