Description
The Toronto Transit Commission is seeking a security firm to plan, implement, and manage security measures during transit labour disruptions and work stoppages. The scope includes access control, high-visibility security guards, licensed private investigators, evidence handlers, picket-line monitors, walking and mobile patrols, surveillance and incident reporting, crowd-management strategies, emergency response coordination, and continuity planning across TTC yards, divisions, stations, complexes, and other affected properties. The contractor must provide licensed and trained personnel, supervisors, a contract manager, vehicles, reporting, staffing continuity, and picket-line monitor training for TTC personnel. Services will be activated at TTC’s discretion and paid based on actual work performed. The contract has an initial term of up to three years, with up to two additional one-year extensions. Proposals are evaluated on mandatory compliance, corporate qualifications, team qualifications, work methodology, and pricing. A completed proposal form and TTC-provided appendices are required, including corporate qualifications, key staff, work methodology, joint-venture information if applicable, and a price schedule. An executed agreement to bond or agreement to provide an irrevocable letter of credit for $500,000 is required with the proposal.
