Description
Rockdale County is seeking a comprehensive, fully integrated, public-sector ERP platform to replace legacy financial, payroll, utility billing, citation, and other siloed systems. Required functionality spans finance and accounting, human resources and payroll, procurement, planning and development, public safety citations, CAD/RMS integration, parks and recreation, transportation and infrastructure, stormwater management, utility billing, content management, citizen engagement, and payment processing. The scope includes cloud-based or hybrid hosting, data conversion, integration and interface development, implementation, training, testing, project management, and ongoing support and maintenance. The solution must provide open APIs, mobile and field capabilities, role-based security, audit controls, encryption, disaster recovery, multiple environments, CJIS-compliant public-safety data handling, and integration with courts, GIS, utility, and existing public-safety systems. Proposals must include technical and functional responses, financial information, five recent similar client references, a cost proposal, required affidavits and certifications, and a completed software functional requirements spreadsheet. The selected vendor may be required to demonstrate the proposed software.
