Highlands County is seeking professional consulting services to develop a Storm-Water Master Plan and Watershed Management Plan supporting its Community Rating System program and management of its Municipal Separate Storm-Sewer System. The scope includes reviewing county codes and policies, inventorying soils, land use, land cover, drainage infrastructure, and other datasets, and developing, calibrating, and verifying GIS-based hydrologic and hydraulic watershed models for current and future storm events. The consultant will also establish a base-flood elevation in the specified flood zone, file a FEMA Letter of Map Revision, develop alternative conceptual capital improvement projects for Avon Park Lakes and other watersheds, and prepare the final plan in Microsoft Word and PDF formats. Respondents must submit qualifications and experience, organizational and personnel information, relevant project references, required certifications and licenses, E-Verify documentation, and evidence of insurance. The proposal may not include fees or costs because selection is based on qualifications.
