Description

The Atlanta Regional Airport Authority is soliciting bids for the Atlanta Regional Airport-Falcon Field Air Traffic Control Tower Communications and Weather Equipment project. The selected contractor must supply, install, wire, connect, adjust, test, commission, train users on, and warrant a fully operational communications and weather system compliant with the FAA Contract Tower Minimum Equipment List. The scope includes a Voice Communications Control System with controller positions, VHF transmitters and receivers, backup transceivers, antennas, filters, voice recording, GPS-synchronized clock, ATIS and ATIS/AWOS interface equipment, emergency hotline, UPS units, signal light gun, aircraft counter, controller chairs, flight-strip bays and holders, binoculars, motorized cab window shades, an airfield lighting control panel, cabling, wiring, racks, and a secondary weather sensor tower. Add alternates cover annual system inspection for five years, VCCS spare parts, and a police/fire transceiver. The contractor must also coordinate FAA and telephone/data interfaces, provide training, testing, commissioning support, warranties, manuals, and required spare parts. Bidders must submit evidence of experience at at least three locations within the last five years, FCC radiotelephone licensing, ATCT references, and factory-training certifications. The bid package requires the owner-provided bid forms and certifications, a preliminary project schedule, bid security, and a sealed bid label. A 5% bid bond and 100% performance and payment bonds are required. The project has a 90-calendar-day completion period from the Notice to Proceed, which will be issued after funding and after the main ATCT is constructed. Federal airport-project requirements include Buy American, Davis-Bacon, civil rights, debarment, drug-free workplace, and related provisions.
