Tompkins County is seeking qualifications from an airport consultant for a five-year contract supporting Ithaca Tompkins International Airport. The scope may include airport master planning and layout plans, FAA and state grant assistance, capital improvement program development, runway and taxiway improvements, pavement rehabilitation, terminal, apron, and landside improvements, environmental documentation, surveying, design and construction administration, construction inspection, airport planning and development, passenger facility charge assistance, SPDES testing and reporting, ACDBE, and small business program support. The qualification submittal must describe the firm's size and relevant office, interest in serving airport clients, specialized aviation experience, other airports currently served, proposed personnel and resumes, and any proposed subconsultants or joint-venture partners. Respondents must provide at least six municipal airport references with contact information. Proposals are limited to 30 total pages and must include the required Vendor Responsibility Questionnaire, signed Non-Collusive Bidding Certificate, and other required certifications and forms. The contract term is January 1, 2027, through December 31, 2031.
