Description
Henry County is soliciting qualified consulting firms or multidisciplinary teams to develop a countywide Comprehensive Housing Plan. The work will assess demographic, economic, housing-market, affordability, land-use, zoning, transportation, connectivity, and infrastructure conditions, with particular attention to seniors, veterans, persons with disabilities, workforce households, homeless and at-risk populations, youth aging out of foster care, and extremely low-income households. The selected consultant will lead project initiation and management; stakeholder and community engagement, including at least three public engagement opportunities and multilingual digital and paper surveys; housing inventory and needs-gap analyses; strategic housing recommendations; regulatory, funding, partnership, emergency-housing, and implementation frameworks; and presentations and adoption support. Deliverables include reports, dashboards or visual summaries, draft and final housing plans, an executive summary, best-practices and alignment reports, an implementation matrix or action plan, presentation and public-communication materials, and editable source files, underlying data, spreadsheets, GIS files, graphics, and methodology documentation. Proposals must address qualifications, relevant experience, project team, methodology, engagement strategy, work plan, pricing, references, similar completed plans, ARC compliance experience, and DBE participation documentation if applicable.
