Description

Marine Forces Special Operations Command seeks a single-award IDIQ contractor to provide turnkey medical training services through three CLINs: Prolonged Field Care (PFC) training, austere medical training for non-medical personnel, and custom medical training. The work includes instruction, curriculum and course development, practical and scenario-based exercises, clinical rotations, EMT certification preparation, qualified personnel, facilities, equipment and supplies, role-player and moulage support, student support, and associated logistics. Cadaveric or real-tissue training is an optional, separately priced add-on for PFC courses. The contractor must provide the resources required for each ordered training requirement, subject to the solicitation’s stated Government responsibilities. The Government intends to award a single-award IDIQ with a $4,950,000 overall ceiling and an anticipated annual ceiling of $900,000; these are ordering limitations, not a minimum guarantee or estimated order quantity. The contract has a base period, four option years, and a potential six-month extension. Proposals must include four separate volumes: qualifying criteria, technical, past performance, and price. Required submissions include administrative information, a terms-and-conditions statement, completed solicitation representations and certifications, current SPRS/NIST SP 800-171 validation, a CUI safeguarding plan, a signed SF 1449 and applicable SF 30 amendment acknowledgments, OCI documentation, six specified key-personnel resumes, corporate experience, technical execution, three to five recent and relevant past-performance references, a completed Government pricing template, and a basis-of-estimate and price narrative. A facility clearance and DD Form 254 are not required. This is a total small-business set-aside, and proposals are due by email on November 20, 2026, at 10:00 a.m. Eastern Standard Time.
