Description
The City of Waco is seeking Statements of Qualifications from a Texas-licensed consulting engineering firm or team for the Flat Creek Reuse Project at the Waco Central Wastewater Treatment Plant. The scope includes existing-facility data acquisition and surveys; a preliminary engineering report and alternatives analysis; final design of a concrete chlorine contact basin, low-head pump station, and 2-million-gallon ground storage tank; permitting; bid-phase support; construction administration; site visits; submittal and RFI review; testing and startup support; and project close-out. The work must comply with applicable federal, Texas, and City of Waco requirements, including federal funding, disadvantaged-business-enterprise, American Iron and Steel, Build America, Buy America, and Davis-Bacon requirements. Phases 1 through 4 are expected to take approximately 12 months, followed by a construction duration not to exceed 18 months. Respondents must submit a Statement of Qualifications with specified firm, personnel, project approach, schedule, similar-project experience, and reference information; price information is prohibited. Appendix C forms must be completed and returned with the submission.
