Description
The City of Arlington is seeking an independent consulting firm to guide the replacement of its public safety technology environment, including computer-aided dispatch, mobile data, law enforcement records, jail management, fire records, electronic patient care reporting, and related systems. The engagement covers assessment of existing systems and workflows, requirements development, interoperability and mapping analysis, deployment and staffing recommendations, business-case and budget development, and a modernization roadmap aligned with applicable standards. The consultant will support the subsequent replacement procurement by drafting a vendor-neutral solicitation, developing pricing schedules and evaluation tools, coordinating demonstrations, assisting with proposal evaluation and negotiations, and preparing procurement and contract materials. The consultant will then provide implementation oversight through project planning, installation, integration, data migration, testing, training, cutover, go-live, acceptance, and stabilization. The scope requires independent advice, vendor neutrality, conflict-of-interest disclosure, and delivery of electronic work products. The proposed contract template states a one-year term, with possible extension by mutual written agreement.
