Description
The Department of Veterans Affairs is soliciting one FDA-cleared transcranial magnetic stimulation system for treating Major Depressive Disorder and obsessive-compulsive disorder. The required package includes a TMS stimulator, continuously cooled treatment coil, treatment/mapping coil, isolation transformer, coil cooling unit, patient treatment chair, positioning support arm, mobile equipment cart, scalp-positioning and marking accessories, head and neck stabilization system, sizing caps, and pillowcases. The contractor must provide onsite installation and hands-on training. The system must support predefined and upgradeable treatment protocols, Theraburst stimulation, sustained clinical use with a liquid-cooled coil, and manufacturer warranty and support. New equipment is required, and the offeror must be an OEM-authorized dealer, distributor, or reseller able to maintain OEM warranty and service coverage. Quotes must include technical compliance information, warranty duration, estimated delivery time, past-performance information, an authorized distribution letter, the Buy American Certificate, and the required representations and certifications. An amendment added the FAR 52.225-2 Buy American Certificate, which requires the offeror to identify applicable foreign end products and domestic end products containing critical components.
