The Federal Emergency Management Agency seeks a firm-fixed-price contractor for HVAC improvements at its Federal Regional Center and Vehicle Storage Administration Building 1. The work includes designing and installing a flat plate heat exchanger with associated piping, valves, pumps, sensors, insulation, controls, and integration with the existing Metasys building automation system. The contractor must also remove abandoned equipment and dispose of materials off-site, including following required procedures if asbestos or lead-based paint is encountered. The project also requires replacing or rebuilding and balancing 25 ceiling-mounted fan-powered HVAC boxes with high-efficiency motors and controls, removal of pneumatic controllers, damper and seal repairs, cleaning, sensor recalibration, and Metasys integration. The contractor must provide on-site supervision, quality and safety controls, a project schedule and Performance Work Statement, shop drawings, equipment submittals, testing and balancing reports, as-built drawings, operations and maintenance manuals, training materials, warranty documentation, and other closeout deliverables. Work must comply with Davis-Bacon wage requirements, Build America, Buy America requirements, federal facility access and background-investigation requirements, and applicable environmental and safety regulations. A one-year warranty on parts and labor is required.
