Description
The Arnold Engineering Development Complex is seeking a qualified performer to modernize the existing H-1 indirect-fired air heater at Arnold Air Force Base. The scope includes engineering, analysis, evaluation, procurement, demolition, fabrication, installation, programming, inspection, testing, documentation, and commissioning needed to restore the heater to its original design specifications. Work includes the fuel supply and burner systems, primary process-air isolation and control valves, ducting and related components, and implementation of a new Burner Management System. The response must be a whitepaper of no more than 15 pages, with technical and business volumes separated. Offerors must provide up to three relevant past-performance examples, a technical approach, confirmation of compliance with unlimited data-rights requirements, evidence of compliance with at least one statutory Other Transaction Authority condition, firm-fixed milestone pricing for the base design milestones, proposed schedules in native Primavera or Microsoft Project format, and evidence of CMMC certification or equivalent safeguards. The project requires substantial mechanical, structural, electrical, controls, safety, design-review, fabrication, installation, verification, testing, training, and turnover deliverables, including Tennessee-licensed Professional Engineer-stamped analyses and SIL 3 Burner Management System capability. Some supporting requirements are export controlled and require CAGE, Joint Certification Program, and CMMC verification before release.
