The City of Indianapolis and Marion County, through the Department of Metropolitan Development (DMD), is establishing a pool of on-call contractors to perform home repair services for low- and moderate-income homeowners. The program is funded by Community Development Block Grant (CDBG) funds and City funds. Contractors may qualify for one or more trades, including general contracting, plumbing, electrical, HVAC, roofing, lead-based paint testing and removal, asbestos removal, radon testing and mitigation, and mold remediation. Eligible repairs include foundations, framing, critical systems (HVAC, water heaters, water pumps), interior flooring, doors/windows, electrical, plumbing, well/septic/sewage repairs, interior/exterior finishes, ADA improvements, sidewalks/walkways, site work, construction waste removal, lead abatement, radon mitigation, asbestos abatement, and mold remediation. The contract will be for 18 months with a possible 18-month renewal. Contractors must be licensed and bonded with the City, have at least five years of experience, and be registered in SAM.gov. Subcontracting is allowed with prior approval. The RFQ remains open for submissions for six months from April 1, 2026 to October 1, 2026.
