Description
The City of Sheridan is seeking a qualified environmental consulting firm to support an EPA Brownfields Community-Wide Assessment Grant. The selected respondent will provide community engagement, brownfields site inventory and assessment, cleanup and reuse planning, and program management services. The scope includes approximately eight Phase I environmental site assessments, five Phase II assessments with project-specific sampling and health and safety plans, one Generic Quality Assurance Project Plan, site eligibility and access documentation, and compliance with federal All Appropriate Inquiries requirements, including ASTM 1527-21. Additional work includes coordinating seven public meetings; preparing a Community Involvement Plan, outreach materials, and public-facing communications; conducting a market study, infrastructure evaluation, two Analyses of Brownfield Cleanup Alternatives, and one Brownfield Area-Wide Plan; and supporting EPA ACRES, quarterly, annual, and financial reporting. The contract term is four years. Respondents must demonstrate qualified Colorado professional geologist, professional engineer, and environmental professional personnel, at least five years of environmental experience, QAPP experience, community outreach experience with low-income and non-English-speaking populations, and compliance with specified insurance requirements. Proposals must include a cover letter, resumes, threshold eligibility responses, a technical approach and relevant experience narrative, project references, a cost proposal and rate schedule, and any requested agreement changes.
