Description
Pierce County seeks a contractor to compile County-provided tax data and design, produce, personalize, and distribute property tax statements and related notices. The scope includes variable-data printing, form development and annual updates, laser-quality imaging, parcel and postal barcodes, folding, inserting, envelopes, return envelopes, inserts, remittance-advice perforations, address hygiene, NCOA processing, USPS-compliant first-class mailings, and electronic bill presentment. Approximate annual volumes include 170,000 regular tax statements, 1,000 foreclosure statements, 20,000 merged multi-parcel statements, reminder notices, value-change notices, mobile-home notices, personal-property affidavits, and exemption forms, with additional status-change forms potentially required. The contractor must provide a secure electronic account and bill-presentment platform, taxpayer registration and identity/email validation, access to current and prior notices, preference management, and fallback paper mailing for electronic-delivery failures. The contractor must maintain USPS Full Service and Seamless certifications, provide production proofs and quality-control reporting, maintain primary and backup production capabilities, meet address-certification requirements, protect confidential taxpayer data, and perform the work directly without subcontracting or third-party fulfillment. Proposals must address comparable experience, postage-financing capability, USPS certifications, certified Mail Design Professional staffing, production capabilities, quality control, electronic presentment, and detailed per-piece pricing.
