Description
Pierce County is seeking strategic planning and stakeholder engagement services to develop a Ferry Financial Sustainability Plan with a planning horizon through 2060. The selected consultant will develop multiple long-term expenditure and revenue scenarios, evaluate sustainable funding strategies, consider service-level and infrastructure alternatives, and support County decision-making regarding fares, capital needs, funding gaps, potential ferry-district structures, and other revenue sources. At least three scenarios are contemplated: business as usual, lean times, and reimagined service delivery. The consultant will identify stakeholders, develop and implement a comprehensive communications and engagement plan, prepare surveys, fact sheets, presentations, flyers, and posters, facilitate discussions with County Council and other stakeholders, and conduct at least one community open house. The anticipated initial performance period is 12 months, with an option for one additional 12-month term. The estimated procurement value is $275,000 to $325,000.
