Description
The City of Oak Ridge is seeking qualifications from experienced energy services companies to develop and implement a comprehensive Energy Savings Performance Contract program for municipal and school facilities. The scope includes facility assessments; an Investment Grade Audit; HVAC and roof evaluations; identification and quantification of energy conservation measures; financial and lifecycle analysis; guaranteed energy savings; financing options; and prioritization of phased improvements. The selected firm will provide turnkey engineering, architectural support, design, permitting, procurement, construction management, construction, commissioning, training, warranties, and measurement and verification services. Potential improvements include HVAC replacement and optimization, building automation and controls, ventilation and energy recovery, roofing and insulation upgrades, and related energy-saving projects. Qualifications must address firm and personnel experience, local-government capabilities, resources, similar work examples, client references, conflicts, insurance capability, and the respondent’s understanding of the City’s needs. Pricing is not requested with the qualification submission; the City expects to negotiate scope, compensation, financing, guarantees, and agreement terms with the highest-ranked firm.
