Knox County Health Department is seeking a qualified public health communications contractor to design, implement, and evaluate an adult opioid overdose prevention, treatment, and recovery campaign. The campaign must address opioid use disorder awareness, overdose prevention, treatment options, and recovery resources for the general population and selected populations, including the unhoused community. Required deliverables include evidence-based and validated messaging; static graphics; short-form, carousel, story/reel, and landscape video content; paid and organic post copy; localized content; platform-specific strategy; a content calendar; communications support; media planning and management; monthly analytics reports; and a final evaluation report measuring knowledge gain, engagement, reach, resource click-throughs, and behavior-change indicators. Proposals must explain the vendor's methodology, implementation and management plan, qualifications, similar public-health experience, organizational structure, and pricing. The response must include three similar-project references, a detailed cost breakdown, and the completed solicitation forms and attachments. The contract is intended as a one-time award that expires upon project completion, with no guaranteed quantity of services.
