Description
The State of Tennessee is soliciting a voluntary, fully insured group vision insurance program with basic and expanded plan options. The requested benefits include comprehensive eye examinations, retinal imaging under the expanded plan, frames, prescription lenses and lens options, conventional and disposable contact lenses, medically necessary contact lenses, contact-lens fitting and follow-up, and low-vision aids. The solicitation includes proposed benefit changes effective January 1, 2028, along with historical premium, enrollment, utilization, eligibility, and census data. The selected carrier must support a Tennessee provider network of licensed optometrists and ophthalmologists and submit a Quest Analytics accessibility analysis using the required software version, employee ZIP-code data, geocoding standards, driving-distance methodology, provider classifications, and access thresholds. The scope also includes HIPAA business-associate assessment, benefits-administration 834 enrollment-file processing through test and production environments, electronic data transmission, claims and premium administration, and related reporting. Responses require a cost proposal and completion of the solicitation's appendices and other requested exhibits.
