The Mass Transportation Authority is soliciting proposals from qualified medical insurance providers for multiple levels of medical insurance benefits covering full-time employees, eligible dependents, and continuation-coverage participants. Proposers may offer fully insured, self-funded, or partially self-funded arrangements, with requested plan designs that closely duplicate current benefit levels and may include alternative wellness-oriented options, pharmacy and behavioral-health carve-outs, HMO/POS/PPO or limited networks, four-tier coverage, deductible carryover, laboratory benefits, and premium guarantees or renewal-rate caps. The selected provider will be expected to maintain an adequate provider network, including three specified Genesee County hospitals and participating providers across 16 Michigan counties; provide national access for out-of-area and emergency care; supply provider-network, formulary, claims, compliance, and disruption information; administer enrollment and member communications; prepare plan documents and Summary of Benefits and Coverage statements; issue identification cards and explanations of benefits; provide customer service and reporting; support enrollment and education meetings; and offer value-added services such as wellness programs, employee assistance, telehealth, travel assistance, and preventive-health initiatives. The contract is for one year with four additional one-year renewal options, beginning January 1, 2027.
