Description
The City of Bellevue is seeking a contractor to conduct a 2027 human services needs assessment covering Bellevue, East King County, King County, and Washington. The work includes developing an outreach plan; collecting and analyzing qualitative and quantitative data; conducting a representative resident survey, stakeholder interviews, and at least five focus groups; and performing outreach in a culturally responsive and competent manner. Survey materials must be translated in advance into the top 11 languages, with responsive translation for additional requests, and the contractor must provide disability accommodations and interpretation during outreach and data gathering. The contractor must produce a 2027 Human Services Needs Update comparable to prior City updates, with additional emphasis on Bellevue-specific data and changes over time. Deliverables include data covering the human services continuum, footnoted sources, documentation of meetings and information sources, an executive summary, and presentation slides. The estimated service term is January 15, 2027, through October 30, 2027, with milestone deliverables from January through August 2027.
