Description
The Library of Congress is soliciting a single-award, indefinite-delivery, indefinite-quantity contract for researcher engagement consulting services. The contractor will assess researcher services across the Library's reading rooms and online platforms; review data collection, assessment practices, programs, and initiatives; conduct qualitative and quantitative research; analyze researcher behaviors and perceptions; and provide recommendations, process guidance, risk and business analyses, templates, and presentations. The initial order includes a Discovery Phase and an Implementation Preparation Phase. Required deliverables include preliminary findings, a comprehensive final report and recommendations, an implementation plan with supporting templates and documentation, presentations, and operational preparation sessions or training. The base contract period is three years, with ordering periods from December 1, 2026, through November 30, 2029; the IDIQ has a $10,000 minimum and $3,000,000 maximum. Proposals must contain four separate volumes: Technical, Key Personnel Resumes, Past Performance, and Price. The technical volume is limited to 15 pages, and offerors must submit up to three similar past-performance references from the preceding three years.
