Description
The Mid-Ohio Regional Planning Commission seeks a consultant to conduct its 2026 Leaders Listen transportation public opinion survey among residents of the 15-county Central Ohio region. The consultant will refine MORPC-developed questions, administer an accessible survey on desktop, tablet, and mobile devices, collect at least 2,000 valid responses, and meet specified ZIP-code coverage targets. The survey must support multiple source-specific links, QR codes, skip logic, matrix questions, carry-forward responses for constant-sum questions, anonymous respondent identifiers, secure separation of opt-in contact information, and industry-standard fraud, duplicate-response, and validation controls. Deliverables include validated respondent-level raw data, a sequential table of the final questions and answer text, initial question-level analysis covering all and valid responses, and documentation of quality-control procedures and excluded or flagged records. The survey must launch by 9:00 a.m. Eastern on October 28, 2026, close on November 30, 2026, and all final deliverables are due December 15, 2026. Quotes may not exceed three 8.5-by-11-inch pages and must describe the timeline, cost, qualifications, and methodology; Microsoft Word and Adobe PDF are acceptable formats.
