Description
The State of Nebraska, Department of Health and Human Services, is soliciting a contractor to conduct a comprehensive statewide Market Rate Survey of licensed childcare centers, family childcare homes, and after-school programs, together with a Narrow Cost Analysis. The work must collect and analyze private-pay rates, fees, provider characteristics, enrollment and capacity data, subsidy participation, waitlists, vacancies, care levels, geographic variation, and quality-related cost factors using statistically valid sampling and multiple outreach methods. Required deliverables include a project work plan, survey instrument, sampling plan, de-identified datasets and data dictionaries, methodology and response-rate documentation, a cost model and cost-analysis dataset, comparative analysis of market rates and subsidy rates, analytical findings and policy recommendation reports, draft and final technical reports, a public-facing executive summary, graphics and tables, a presentation deck, stakeholder information sessions, presentations to the Department, and ongoing technical assistance. The contract is for four years with one optional additional four-year renewal period.
