Description

The Board of Trustees of the California State University is requesting Statements of Qualifications from qualified general contractors for a three-year Task Order-Construction Agreement for Multiple Projects—Master Enabling Agreement covering design-build, collaborative progressive design-build, and construction manager at risk services for multiple fire alarm projects. The scope includes design, preconstruction coordination, constructability review, cost estimating, scheduling, LEAN and integrated project-management practices, trade-contractor procurement, construction management, quality assurance, permitting, and construction. Identified projects include fire alarm replacement at the Music Building, McLane Hall, Engineering East, and Conley Art Building, with additional projects permitted under the agreement. The total maximum budgeted cost for all projects is $960,000, with no single project exceeding $200,000. Respondents must hold a California Class B or C-10 contractor license, and the proposed architect must be licensed and prequalified. The general contractor and architect must satisfy CSU prequalification requirements, maintain Department of Industrial Relations registration, comply with prevailing-wage laws, use a skilled and trained workforce, and subcontract at least 3% of each project to Disabled Veteran Business Enterprises. The SOQ must address organizational information, CSU experience, public-sector design-build and CM-at-risk experience, project references, DVBE experience, LEAN and integrated project-management experience, cost and schedule controls, and prevailing-wage and CAL-OSHA disclosures.
