Description
The U.S. Department of Agriculture’s Agricultural Research Service requires repair and replacement of approximately 950 feet of domestic water lines at the OCPARC Hydraulic Engineering Research Laboratory in Stillwater, Oklahoma. The contractor must replace the compound water lines with 1-inch CTS poly pipe below the frost line, abandon existing lines where appropriate, replace valves throughout 12 vaults, demolish and replace one vault, replace three frost-free hydrants, and replace the main valve in Building 25. The work also includes utility locating, temporary toilet facilities, site cleanup, restoration of disturbed areas, coordination around occupied buildings and research operations, and phased scheduling to minimize water shutoffs. The anticipated contract is firm fixed price, with work beginning within 10 calendar days after the notice to proceed and completion within 270 calendar days after the notice to proceed. Quotations will be evaluated using a lowest-price-technically-acceptable approach, including price, technical capability, site-visit attendance, and acceptable or neutral past performance. The opportunity is set aside for small businesses and identifies a HUBZone set-aside; a bid guarantee of at least 20 percent of the proposed price, not exceeding $300,000, is required. The anticipated project magnitude is $25,000 to $100,000.
