Description
The Stillwater Utilities Authority is soliciting bids for construction of the Lake McMurtry Secondary Raw Water System Raw Water Pump Station, Project No. 23WT03 and SUA Bid No. 10-2026. The work includes a new 24-million-gallon-per-day pump station with five vertical turbine pumps and motors with variable frequency drives; a CMU pump station building; architectural, structural, mechanical, HVAC, electrical, instrumentation and controls systems; yard piping, valves, drainage improvements, an access road, fencing, a basket strainer vault, a pig launcher/receiving station, restoration of disturbed areas, and commissioning. The project also requires integration with the existing SCADA system, although SCADA programming will be provided by Carollo Engineers. This is a two-step procurement. Prequalification is mandatory, and the Statement of Qualifications package must address the bidder's experience, project personnel, safety performance, financial capacity, and relevant subcontractors. The bidder must have completed at least three water or wastewater pump station projects within the last 10 years, each with at least 15 million gallons per day of firm capacity, including at least one project with vertical turbine pumps in cans. The qualifications package is limited to 30 pages, excluding the cover, table of contents, and divider pages. The bid requires a five-percent bid guarantee, and the successful bidder must provide performance, statutory, and maintenance bonds, certificates of insurance, and the listed affidavits and nondiscrimination certificate. Construction includes substantial completion within 640 calendar days and final completion within 670 calendar days from the Notice to Proceed, or 30 days after substantial completion if earlier.
