Description
The City of Stillwater, through the Stillwater Utilities Authority, is soliciting bids for construction of a new 24-million-gallon-per-day raw water pump station. The work includes a CMU pump station building; five vertical turbine pumps and motors with variable frequency drives; pump piping, valves, yard piping, drainage, fencing, an access road, HVAC, electrical equipment, instrumentation and controls, SCADA integration, testing, commissioning, and restoration of disturbed areas. The project also includes construction of a 4-inch finished-water line and related site improvements. Carollo Engineers will provide SCADA programming as the City's system integrator. The procurement is a two-step process: prequalification is required before submitting a bid. The prequalification package includes a Statement of Qualifications, including qualifications for subcontractors performing 10 percent or more of the work. Bidders must demonstrate at least three comparable pump-station projects completed within the last 10 years, including at least one project with vertical turbine pumps in cans. The bid package requires a detailed bid form, 5 percent bid security, Business Relationship Affidavit, Non-Collusion Affidavit, Certificate of Non-Discrimination, and the Qualifications Statement for the prequalification step. The work has a 640-calendar-day substantial-completion period and a final-completion deadline of the earlier of 670 calendar days after the Notice to Proceed or 30 days after substantial completion. Performance, statutory payment, and maintenance bonds, certificates of insurance, and a minimum 30 percent contractor self-performance requirement apply after award or during contract performance as specified in the documents.
