Description
The City of Edmond is soliciting qualifications for professional planning services to develop a comprehensive Parks and Open Spaces Master Plan. The work will guide recreational opportunities, facility investments, parkland acquisition, and development for the next 10 years. It includes review of existing plans; a parks-user survey; geographic and demographic analysis; inventories of parks, trails, playgrounds, open spaces, and other facilities; condition, accessibility, and useful-life assessments; sports-facility evaluations; and review of the operational financial model. The selected firm will conduct six to ten stakeholder meetings, hold monthly progress meetings with City staff, prepare preliminary analyses and recommendations, and deliver a final written report. Deliverables must address facility priorities, survey and demographic findings, property conditions and future development opportunities, conceptual land-use plans, updated maps and renderings, capital-improvement cost estimates, potential funding sources, and financial analysis. Proposals must include relevant past performance, key staff qualifications, sample master-planning work, a project timetable, references, and three potential interview dates and times. The project must be completed by August 31, 2027. If selected, the firm must later provide an organizational budget and a Certification of Non-acceptance of Tobacco Funds.
