Description
The City of Portage is seeking qualified contractors to provide disaster debris removal, management, processing, staging, and disposal services throughout the city as needed following disasters. The scope includes rights-of-way, waterways, public, commercial, and authorized private-property debris removal; hazardous tree, limb, and stump removal; demolition and disposal of eligible structures; removal of white goods, electronics, hazardous household waste, vessels, vehicles, animal carcasses, tires, gasoline-powered tools, silt, mud, and sand; and operation, restoration, and reclamation of debris management sites. The contractor must provide labor, equipment, vehicles, supervision, traffic control, documentation, reporting, emergency management support, FEMA-related technical guidance, and rapid mobilization following task orders and notices to proceed. Proposals must include detailed qualifications and past performance, a work plan, subcontractor information, socioeconomic utilization information, staffing and equipment details, pricing on the provided rate sheet, a draft contract, bonding-capacity information, and numerous required affidavits and certifications. The agreement is intended to run for one year with two additional one-year renewal options; the procurement requires a $10,000 bid bond, a surety letter demonstrating at least $5,000,000 bonding capacity, and specified liability, automobile, pollution, and workers' compensation insurance.
